This study was conducted through existing government policy site and project explanation materials, the analysis on contents of policy report, and Focus Group Interview for experts. FGI was conducted for 2 months from December 2018 to January 2019 and total 4 times of conference were executed respectively for 2 hours. The host briefly introduced purposes of the investigation and contents of the interview to participants and then, let them analyze current situation and performance of lifelong educations system support project of 3 years from 2016 and short-term outcomes and limitations of university quality improvement as lifelong educational system suitable for project purposes. Especially, after the analysis on project promotion outcomes, its outcome indicator, etc. of project participating university, the conference was executed by the method to analyze effects on the whole university and the outcomes, and discuss about them. In this research, the diagnosis on problems of college support service of current lifelong educational system was discussed. In the third stage, solutions are suggested based on problem awareness and problem diagnosis. In this research, solutions for supporting collages of lifelong educational system were discussed. In the fourth stage, action plan for concrete and realistic application of solutions is discussed. In this research, conclusions were drawn by focusing on concrete action plan mentioned in the discussion about solutions in consideration of the time.
