- Policy Change in ‘Local Lifelong Education Promotion Project’ from the Perspective of the Multiple Streams Framework -
As of 2021, 180 metropolitan and basic local governments have been designated as lifelong learning cities through the ‘Local Lifelong Education Promotion Project’, which the Ministry of Education has been promoting for over 20 years, starting with the designation of lifelong learning cities in 2001. In the context of inauguration of government and change of administration and the requirements of international organizations, the need for policy revision and improvement through analysis of the policy change process of the ‘Local Lifelong Education Promotion Project’, which has established lifelong learning cities, is emerging. This study applied Kingdon's(1984) Multiple Streams Framework, which is useful to analyze the policy decision process in an uncertain situation, to analyze the policy change process of the‘Local Lifelong Education Promotion Project', the problem stream, the policy stream, politics stream, policy window, and policy entrepreneurs. As a result of the study, it was found that the upgrading of the lifelong education bureau within the Ministry of Education and the establishment of the 4th lifelong education promotion basic plan policy in conjunction with the government change influenced the agenda decision through the flow of politics. The window of policy was confirmed three times: the UNESCO Lifelong Learning City Policy in the 1970s, the revision of the Lifelong Education Act in 2000, and the entire revision of the Lifelong Education Act in 2007. This study examined the key policies that contribute to the promotion of lifelong education in Korea, and based on the understanding of the policy change and formation process of the project, implications for the sustainable development of lifelong learning cities were suggested.

다중흐름모형의 관점에서 본 ‘지역 평생교육 활성화 지원사업’의 정책변동
교육부가 2001년부터 평생학습도시 지정을 시작으로 20여 년간 추진해온‘지역 평생교 육 활성화 지원사업’을 통해 2021년 기준 광역·기초지방자치단체 180개가 평생학습도시 로 지정되었다. 국내 행정부 교체, 국제기구의 요구사항 반영이라는 맥락에서 평생학습도 시를 정착시켜 온‘지역 평생교육 활성화 지원사업’의 정책적 변동과정 분석을 통한 정 책의 수정과 개선의 필요성이 대두되고 있다. 본 연구는 정책의 불확실한 상황에서 정책결 정과정 분석에 용이한 Kingdon(1984)의 다중흐름모형을 적용하여‘지역 평생교육 활성화 지원사업’의정책 변동과정을 정책문제의 흐름, 정책대안의 흐름, 정치의 흐름, 정책선도 가, 정책의 창을 분석하는데 목적을 두었다. 연구결과, 정치의 흐름을 통해 교육부 내의 평 생교육국 격상, 정부교체와 맞물린 4차에 걸친 평생교육진흥기본계획 정책 수립 등이 의제 결정에 영향을 미친 것으로 나타났다. 정책의 창은 1970년대 UNESCO 평생학습도시정책, 2000년 평생교육법 개정, 2007년 평생교육법 전부개정으로 세 차례 확인되었다. 정책의 창 을 촉발한 기제는 정부와 의제 설정 과정에 개입하는 학자, 전문가 등 정책선도가였으며 ‘지역 평생교육 활성화 지원사업’이라는 정책 산출에 이르게 하였다. 본 사업의 정책변 동 및 정책형성 과정에 대한 이해를 바탕으로 평생학습도시의 지속 가능한 발전을 위한 시사점을 제시하였다.
